1996年省经贸委干部邱磊响应省政府号召，来到国家级贫困县紫阳县开展扶贫工作。　　在短短的三年时间里，邱磊以满腔热情和锲而不合的顽强精神，克服重重困难，帮助贫困山区引进亿元资金，在当地修建了养鸡场、茶场、蔬菜大棚，教村民养甲鱼，种蔬菜；同时还资助失学儿童，使他们重返校园读书。 在邱磊三年扶贫期满之日，当地百姓舍不得他离开，恳请他再留一年。邱磊答应了农民的请求，不料，这使他永远留在了紫阳。　　1999年5月13日，邱磊在陪同外地客商考察途中，所乘汽车刹车突然失灵，危急关头，他将别人推出车外，自己却随车落下悬崖，不幸罹难，时年不满36岁。
